I'll look at these one at a time, if I may...

First one..."The Winds Capricious Gusts"

L1 - all blow away would indicate that they blow something away, but the sense is not followed into L2.

L5 - opines - this is normally used in the sense of someone expressing their opinions, rather than the opinions themselves...not sure this works here.

L6 - Bloviating - good word, but a word of warning - this word is an exclusively US word, and doesn't exist in non-US English...so you might need a footnote for non-US readers!

L7 - you are missing an Iamb in this line.

L8 - should bound be bind?

L9 - should "we've" be "we're"?

L10 - I believe "who" is more properly used in this sense than "whom"

L11 - missing an Iamb again.

L12 - anemocracy - rare and obsolete word...good one, but not something that will be in the average lexicon!

Being honest, I love long and obscure words, but you have to be a bit careful how you use them, otherwise you can turn the reader off. I try and limit myself to no more than one impossible word per poem, if I can! ;) The other thing that's missing for me in this poem, is the overall meaning; the sense of windblown streets and absence is clear at the beginning...there's no-one there...so how can our sedition redress the balance? Interesting piece, but I'm not sure I got the entire sense of it....sorry!
